COUNCIL
The European Union Council, or Council of the European Ministers, is an Institutions with legislative and coordination powers.
It is composed by a representative of all of the members states to ministerial level. It is separated in 10 different formations for specific competences in order to facilitate discussions and decisions.
The principal functions of the Council are:
The presidency of the Council is assumed to rotation by every member state for the duration of one semester. Currently the President of the Council is the Greek Antonis Samaras, exponent of the party liberal-conservative New Democrazia.
The decisions of the Suggestion often ask for a 2/3 qualified majority, while the decisions concerning the politics of defense, the foreign politics and the fiscal impositions ask for the unanimity of the favorable votes to be approved.

- definition and implementation of the foreign and safety politics
- stipulation of accords between the European Union and one or more states members or international organizations
- coordination of the cooperation between national polices and national courts
